What is Pathways2Resilience? 

Pathways2Resilience is a €21 million Horizon Europe funded project focused on co-developing pathways towards climate resilient regions in Europe. 

The Pathways2Resilience Programme is funded under the European Union’s Horizon Europe research and innovation programme and is supporting 100 regions and communities to create transformative climate resilience strategies. Belfast is one of 62 regions selected across Europe for this second cohort of the flagship initiative. 

The Climate NI team at Northern Ireland Environment Link is partnered with Belfast City Council on this programme to develop understanding on risk, action and investment for the Belfast City region. The work will focus on cross-sectoral and multi-level governance approaches, breaking down departmental siloes and fostering meaningful stakeholder engagement at every stage of the process. 

Key Objectives for Belfast: 

Running from January 2026 to June 2027, the P2R project in Belfast focuses on delivering four core outcomes: 

• Climate Resilience Baseline Report 

• Climate Resilience Strategy 

• Climate Resilience Action Plan 

• Climate Resilience Investment Plan 

The overarching goal is to equip the city to handle major environmental risks like coastal and river flooding, extreme heat, and drought, aligning with the EU Mission on Adaptation.
