Why use this tool?
There are a wide variety of approaches and guidance on an international level which organisations could use to develop a mitigation plan. However, Climate NI understands that with a vast amount of information available this can be challenging or confusing, leaving many organisations feeling unsure about what will work best for their context.
To meet this challenge, the Net Zero NI Mitigation Planning toolkit, aims to outline a consistent and robust methodology for organisations to develop a Mitigation Plan, taking account of regional context for organisations in Northern Ireland. It also aims to align with internationally agreed best practice, which is continually evolving.

About the Toolkit
Aims of the Net Zero NI Toolkit
Climate NI has developed this toolkit to support organisations in Northern Ireland to take the first steps in developing their Mitigation Plans.
The five-step approach enables organisations to respond to requests for information under the Climate Change Act (NI) 2022, and other national or international frameworks, by enabling you to:
- Gather consistent and comparable data for organisational greenhouse gas accounting,
- Identify highest emitting service/business areas,
- Explore actions and opportunities to put in place an organisational Mitigation Plan, and
- Monitor and evaluate progress on implementing actions and reducing emissions.
How do I use the tool?
This Toolkit provides five steps which aim to support organisations to measure their organisational greenhouse gas emissions and to help them set a road map to net zero.
Whether reporting on greenhouse gas emissions to deliver on a legal duty or to voluntarily report, organisations should set a baseline year for their emissions, collect yearly emissions data and monitor progress. This will help enable organisations to inform and develop robust mitigation plans and actions to reduce their emissions.
Ongoing Development:
This toolkit is designed to be scalable to accommodate future advances in requirements around mitigation reporting, including any updates to public body reporting approaches. This Toolkit, as appropriate and where relevant, also aims to build on and align with existing NI and UK reporting guidelines and the internationally agreed GHG Protocol. It also aims to draw on best practice from regional GHG reporting practices.
